Simplified HVAC controls

Evaluate whether the benefits of programmable thermostats can be achieved with easier-to-use methods of controlling space-conditioning systems, in order to understand how these measures may affect low-income housing energy use. HVAC use in low-income households has been surveyed and twelve prototype simple 'occupancy thermostats' have been or will be installed in low-income houses.
