Replace low pressure, saturated natural gas fired steam boilers, with two stage heat pump system. Provide first stage heat pump for high temperature hot water needs for sterilization and, and then use second stage for steam needs of the bakery. Use of advanced heat pumps with low GWP refrigerants will provide very efficient methods for providing process heat.
