Code Readiness Program 2025 Annual Report

Project Number CR-AR-25 Organization PG&E End-use Other Sector Other
Description

The 2025 Code Readiness Annual Report summarizes progress in advancing data-driven research to support future energy codes and standards. The program strengthened its role as a bridge between research and regulation, aligning activities with California and national policy priorities. Key achievements include publishing four research reports on technologies such as thermal load management, industrial heat pumps, and elevators, and managing a portfolio of over 20 projects spanning near- and long-term code cycles.

The program expanded engagement with national standards bodies (e.g., ASHRAE, ICC) and advanced multiple measure proposals and technical inputs. It also supported development of 2028 Title 24 CASE measures through targeted analysis, energy modeling, and cost-effectiveness evaluation. Field data collection efforts grew, with dozens of monitored sites providing real-world performance insights to inform future codes.

Operationally, the program strengthened stakeholder partnerships, increased subcontractor diversity, and formalized a strategic roadmap and project pipeline. Enhanced branding and communications—including report standardization and a LinkedIn presence—improved dissemination of findings.
