CPUC Commissioner Carla Peterman and CEC Deputy Director Laurie ten Hope will launch the conference with a wide-ranging discussion of opportunities and obstacles facing today's emerging technology initiatives. Their informal conversation - moderated by NRDC's Ralph Cavanagh - will explore topics such as:

  • the current federal and state political landscape, including the crucial role of individual states in supporting manufacture and delivery of efficient products and services
  • the growing importance of public/private partnerships to drive consumer adoption of demand-side management solutions
  • next steps for an already successful ET program that has contributed to introduction of the most cost effective EE measures and beyond

Combining Forces: Next Generation Space Conditioning and Water Heating Equipment

Space conditioning and water heating equipment are poised for change. New gas and electric heat pumps are combining end uses and new technologies to achieve higher efficiency. The quest for zero net energy has created low load homes. The unanimous adoption of the Kigali amendment to the Montreal Protocol, when ratified, means HFCs will begin to be phased out in developed countries starting in 2019. This session will explore the space conditioning and water heating technologies that focus on a net zero, low GWP refrigerant future and how energy efficiency programs, research organizations, and manufacturers can work together to accelerate commercialization and adoption of these technologies.

The California Energy Commission's New Energy Innovation Ecosystem

Transforming California's energy sector to meet the needs of the 21st century will require innovation and entrepreneurship at unprecedented levels. For even the most promising ventures, the journey from idea to commercial success can be long and full of pitfalls. In 2016, the Energy Commission launched the California Energy Innovation Ecosystem to create a coordinated statewide infrastructure capable of guiding California's clean energy entrepreneurs over the "Technological Valley of Death." In this session you will learn about how this new statewide network is helping accelerate the commercialization of innovative energy technologies. You will also hear from leaders of the four Regional Energy Innovation Clusters as well as CalCEF's CalSEED program who will provide information to entrepreneurs and potential partners interested in getting involved with the program which includes $24 million in newly available non-dilutive grant funding.

Moving to Utility ET 2.0: Tunneling Through the Red Tape

The emerging technology market is advancing faster than utilities can keep up, in part due to utility internal processes and external regulatory requirements. Frequently, emerging technologies and pilots are subject to the same rigor as full scale rollouts of established technologies, including months of reviews, IT-legal gymnastics, and UL listing. When a research entity (utility, university, research organization) performs a pilot study, oftentimes other entities will not accept the results and additional studies are needed, potentially delaying the broad-scale adoption of viable technologies. While all of the checkpoints and legal requirements serve an important need to minimize risk to the utility and protect customers, they can also limit the agility of ET programs to advance ETs in a timely manner. Everyone wants secure, reliable, and affordable energy, but issues of energy equity, environment, climate change and climate adaptation are transforming the context in which the future energy system is developing. Technology is one key to meeting energy needs in a world of increasing demand and increasing complexity. Fortunately, the U.S. infrastructure of research and development has created a wealth of tools and approaches that allow new progress in old energy problems. The development of computational methods, big data analytics, nanoscience and systems optimization are just a few of the new opportunities supporting innovations in energy technologies. Of particular interest, are applications that allow more efficient use of electricity and natural gas.
